（英）Policy/Strategy and Operation on HIV/AIDS Prevention and Control

ASEAN Institute for Health Development (AIHD) had successfully implemented Project for the HIV / AIDS Regional Coordination Center (RCC) of which during from April 1, 2005 to March 31, 2008. The objective of the RCC Project was to support human capacity building for HIV/AIDS programmes in target countries namely Cambodia, the Lao PDR, Myanmar and Vietnam. Countries within WHO's Southeast Asia Region (SEAR) and ASEAN Sub-Region are facing social and economic problems which continue to cause high mortality and prevalence of HIV/AIDS. In addition, recent globalization has made people move more easily than before, which has led to the spread of HIV/AIDS across the border and among migrants. AIHD having gained lessons learned and expertise concerned has planned to develop the training programme aiming at capacity building of community-based health workforce and strategic/policy health personnel which will be conducive to concerned HIV/AIDS and national health systems strengthening.
Exploring innovative development approaches with special emphasis on integration of HIV/AIDS Programmes into general health service and Primary Health Care.
To enable training participants to develop practical training plan/ action plan for members of the community based Primary Health Care workforce in their home countries to improve planning and operation in each country to conduct HIV/AIDS related activities in an integrated way in the context of health system based on Primary Health Care.
Policy level: Participants will be able to identify the strong and weak points of different strategies/approach for prevention and control of HIV/AIDS and care based on primary health care concept and migrants/cross border issues from CLMV countries and Thailand in order to apply to fit in their own country programms.
Operational level: Participants will be able to explore and observe the PHC/Health system and HIV/AIDS current situations in Thailand in order to apply the appropriate mechanisms to integrate PHC and HIV/AIDS activities (GOs and NGOs projects) in their own countries
3 years training courses (2012-2014)
1st year, 4 days Workshop for Policy and Strategic Level (15 persons)
(1) Field trip observation at provincial and district levels for Health system and HIV/AIDS control integration Model in Salaya (2) Best Practice in Thailand and country report and group sharing discussion towards strategies (Strategy for care and prevention, migrants/cross-border issues etc.) (3) Action plan presentation and group work for planning the detail management program for provincial and district level.
2nd year, 2 courses/2 weeks for Operational Level group training (30 persons/year)
(1)Integration Care and Prevention of HIV/AIDS into the national health systems and district health system (2) Strategies and Model Development for Prevention of HIV/AIDS infection (3) Observation comprehensive provincial and district health system including sharing of interventions for care and prevention on HIV/AIDS at JICA's Project in Phayao Province.
*Country-specific component according to the needs is included in this training. In addition, participants draft and present action plan at the end of the course.
3rd year, 4 days Workshop for policy and strategic level (15 persons)
(1) Field trip observation (2) Best practice and progress of strategies improvement and model presentation (3) Best practice and progress of integration of care and prevention for HIV/AIDS into the existing health system (4) Feedback of the action plan presentation.

(2) Japanese lecturer on HIV/AIDS Programme management (one week/1 person)

The new programme will be implemented by AIHD and in collaboration with JICA, Ministry of Public Health, UN agencies, and NGOs.
