（英）1993 System of National Accounts (SNA93)
Ministry of National Planning and Economic Development
The Planning Department (PD) under the Ministry of National Planning and Economic Development (MNPED) is responsible in: (i) coordinating and formulating economic plans; (ii) analyzing the implementation of economic plans; and (iii) conducting regular review of the financial, economic and social condition of the country.
To address the challenges of a changing economic system, the PD embarked on enhancing the capacity of its senior officials and technical staff in the estimation and maintenance of the system of national accounts. Thus, it becomes essential to transform its 1968based System of National Accounts (SNA) to 1993 system taking into consideration that existing capacities of staff is still on the old system. The Government of the Union of Myanmar strongly requests the training for its statistical officials on the 1993 SNA in order for them to understand the requirements of the new system, plan the generation of needed data, and program their migration to the new system.
Responding this needs, in JARCOM (ASEAN needs resource matching mechanism) meeting held in June 09, Philippines Statistical Research and Training Center (SRTC) which has experience in this field proposed to organize a training for Myanmar.
In response to the first training in 2010, Myanmar government requested SRTC to extend the duration of the remaining training for two years in order to acquire broader knowledge and technique.
The environment for regular publication of internationally comparable economic data is established through capacity building of national economic account calculation.
The staffs of the Department of Planning (DP) acquire knowledge and technique necessary for national account calculation, and service of statistical data is improved.
1. Knowledge and technique necessary for national account and macro economic calculation based on 1993 SNA is acquired.
2. Action plan is developed for shift to SNA1993 ensuring sustainability of the knowledge and skills acquired in the organization.
1. Phase I (2010)
To hold worksyop on 1993 SNA for senior officials of Planning Department (PD), Ministry of National Planning and Economic Development (MNPED), to fucus the discussion on basics of 1993 SNA, overview of SNA including differences between 1993 SNS and 1968 SNA, DGP estimates with three approaches and so on.
To discuss the contents of third country training program(TCTP) and mission in Phase II
2.Phase II (2011 & 2012)
To conduct two TCTPs courses in Phillipines on the specifics of the 1993 SNA for middle level officials, one in 2011 and another in 2012.
To observe statistics related organizations and offices in Philippines.
To dispatch Monitoring and Evaluation mission by SRTC to measure the impact of initial trainings conducted, to discuss with senior officials of MNPED on the program and to evaluate the data system in support of shift to 1993 SNA.
To prepare of MNPED for migration to 1993 SNA.
To set up the 1993 SNA instead of the 1968 SNA that MNPED currently uses.
