（英）Capacity Building for Electricity Sector in Palestine
National Electric Power Company (NEPCO)
The T/C project will be executed by conducting six training courses for Palestinian Utilities under the umbrella of Palestinian Electricity Authority (PEA) (JEDCO, NEDCO, SEDCO, HEPCO and GEDCO) , where these training courses shall meet the requirements and technical needs of these utilities to build up the experiences of their engineers and technicians to an acceptable level which helps the development and improvements of the performance of their electrical networks.
This T/C will be conducted in the Electrical Training Center belonging to NEPCO of Jordan
The Electric Training Center (ETC) of National (NEPCO) has been established in 1987 under JICA's cooperation to promote the enhancement of power electric sectors and the developing individual and collective skills among the peoples who are working in the field of power sector such as Electric Power Generation, Power Transmission and Distribution and students studying in Electrical Engineering course.
The Electric Training Center was contributing very much to train the people working in the electric power sectors to learn how to operate and maintain the equipment in the neighboring Arab countries. Trainees have received the comprehensive training course and achieved a lot of skills and technical knowledge.
Capacity Building and Technical Skill Improvement of Electricity Sector in Palestine Through Development and Improvement of the Quality of Performance of their electrical networks by Using New Techniques, skills and methods of Welding Technologies (Arc and Oxyacetylene), LV & MV Live Line Maintenance , Protective Relays for engineers and for technicians and SCADA control Systems.
Trainees are able to learn techniques for handling system contingencies, including infrequently encountered emergencies. By observing these events in a training environment, operators will be much more prepared to handle actual system contingencies when they arise.
The trainees shall be ready to:
- Identify the welding faults and causes and how to apply welding process
- Identify the procedure of LV and MV live line work
- Identify, select and use the proper tools and equipment.
- Identify the protection devices in electric power systems.
- Identify the operation of control systems
Implementing the following Traning Courses
1. OLC & SCADA
2. LV Live Line
3. Protective Relays for Engineers
4. Protective Relays for Technicians
5. MV Live Line Maintenance
7. Welding Technology
8. Fiber Optics for Technicians and Engineers
- Theoritical training covering basics and advanced information which shall meet the needs of Palestinian utilities.
- Practical Applications of new techniques and procedures related to the training courses under this T/C project.
- Practical works on site
- Evaluation of trainees after finalizing the training programs
-Bear the invitation expenses such as perdiem, accommodation, life & medical insurance for emergency treatment only.
-Take budgetary measures to bear 70-85% of the training expenses of the course according to JJPP（Japan-Jordan Partnership Program）
-Take budgetary measures to bear 15-30% of the training expenses of the course according to JJPP（Japan-Jordan Partnership Program）
The Electric Training Center (ETC) of NEPCO will conduct training courses.
ETC has the following main goals:
Contribute in the Electric sectors in Jordan and neighboring countries which require an improvement of technical competency and knowledge of their staff after completion of individual training course to be conducted by ETC.
Is able to provide more advanced training courses which meet the requirements of the electric utilities.
New training programs , new developed training equipment and upgrading of ETC staff, will help in the training of the people working in the field of Electrical Industry.
