（英）The Project on Capacity Development of Participatory Agricultural and Rural Development for Poverty Reduction in the Central Highlands

Vietnam has achieved great progress in poverty reduction in the past years. However, high poverty rate still remain in most disadvantaged areas and especially amongst ethnic minority groups.
Central Highlands, home to 4,5 million ethinic minority people, one of the most disadvantaged areas in Vietnam with average poverty rate of 32.7% in 2003 - 2004, compared with the national average poverty rate of 24.1%. Amongst the five provinces of Central Highland, is considered a poor province, where ethnic minority accounts for 78% of the population. With its important role in the development triangle, it is vital to work for poverty reduction for ethnic miniority groups in the province.
The two communes of Lo Pang and Kon Thup in Mang Yang District has high poverty rate of 55% and 38% with ethnic minority accounting for 97% and 67.4% of the total population respectively. Conducting a project on poverty reduction in these two communes will help make a model to disseminate to the other areas with similar characteristics in Central Highlands.
On the other hand, the model established in the Project will serve as a pilot for Ministry of Agriculture and Rural Development of Vietnam in the socalled New Rural Development Program adopted in 2006. There have been various poverty reduction and rural development conducted by the government of Vietnam. However, in many cases, the community just plays the role of support recipient and governmental agencies or consultant agencies play the role of main project implementor. This approach has formed a mindset amongst the poor of relying on outside support rather than making own effort to improve their living conditions. Moreover, as all the interventions are planned and implemented by outsiders, who do not understand about the real situation as well as the community, the interventions do not always reflect the true needs of the community. In order to solve this shortcoming and to promote the ownership of the community as well as sustainability of rural development activities, the Project will pursue participatory method, according to which, the community will play the main role in making development plans and implement them.
Community-driven development approaches introduced by the Project are disseminated in order to improve livelihoods in poverty area of Vietnam.
Community-driven development approaches to improve livelihoods of ethnic minorities are developed through the capacity building of local authority staff, mass organizations and people in the target communes.
(1)The people and people’s organizations develop the capacity for analyzing present situation and planning in the target area to improve their livelihoods.
(2) The district / commune as well as provincial staff develop the capacity to adopt participatory approach in their extension activities while NIAPP develop the capacity to advocate project approaches.
(3) Collaborative relationships among the people, mass organization and the local authorities are strengthened.
(4) Action plans of communes and hamlets are conducted with special attention to women and the illiterate.
(5) The resources such as universities, vocational schools, permitted INGOs and local NGOs, etc. are effectively utilized to support rural development activities.
1-1 To form Rural Development Groups (hereinafter referred to as “RDG”) and make community action plan including such topics as agriculture techniques, livelihood improvement, training on home economics, cultural activities and small scale infrastructure.

2-3 To conduct seminars and workshops at provincial and central levels to disseminate the experience of the Project in Mang Yang district for applying it to poverty reduction and rural agricultural development activities in other ethnic minority areas
3-1 To promote dialogue among the stakeholders such as PPC, DPC, CPC, mass organization, and the people.
4-1 To support the activities for food security; such as training of appropriate technologies in agriculture, animal husbandry and agro-forestry, etc.
4-2 To support the activities for improvement of livelihoods; such as minimizing workload of women, sanitary and nutrition improvement, etc.
4-3 To provide training on home economics, such as saving and access to the credit, etc.
4-4 To support cultural activities; such as traditional music and weaving clubs
4-5 To support to improve small-scale infrastructures as planned and approved by the stakeholders
4-6 To enhance the utilization of CLC (Community Learning Center)
5-1 To mobilize appropriate resources to support the activities in technical assistance and dissemination of the appr oach
5-2 To enhance monitoring and evaluation mechanism of the Project activities utilizing appropriate resources

- NIAPP and local authorities propagates the Project activities and approach
- There is no substantial change in Vietnamese counterpart personnel, and administrative structures.
- Agricultural production pattern will not be damaged drastically by change of economic activities in the target area.
- The target ethnic minorities remain to be majority in the target area

Project for Rural Development Support in Mang Yang District funded by ActionAid Vietnam: covering the other three poor communes of Mang Yang District namely Kon Chieng, De Ar, Dak Troi. The three components of this project are: education, food security and women's right.
