プロジェクト概要




背景


JICA first implemented a project on “Improvement of Audio- Visual Aids and Instruction Methods (2002-2006)” and transferred the related technology to ITC. The project on “Strengthening Technical & Vocational Training Management Skills” (2007-2010) was implemented in TVTO (Technical Vocational Training Organization) and transferred its skill to ITC. Owning to the assistance provided over the course, ITC has now become capable of transferring them to other developing countries. ITC has experiences in providing trainings to participants from Algeria, Pakistan, Afghanistan etc.
JICA projects in Afghanistan is facing difficulties to implement their activities due to the strict security measures in Afghanistan. Under this security situation, Afghanistan side was looking for a place for efficient technical transfer. Hence, Iran was selected as the place for TCTP considering its capacity, similarity of language, culture and climate.

Contribute to establish a quality Training of Trainers (ToT) system of MoLSAMD in Afghanistan


プロジェクト目標


Trainers of MoLSAMD understand and acquire necessary knowledge and skills for TVET (Technical Vocational Education and Training ) operation in Afghanistan


成果


1. Ability of MoLSAMD to deliver quality trainings at their VTCs (Vocational Training Center) is strengthen
2. Feasibility of establishing ToTs system of MoLSAMD with Iran resource is examined thoroughly


活動


1-1 50 Trainers of MoLSAMD (1 trainer x 5 trades x 10 JICA Afghan VTCs) receive training in ITC on theory, pedagogy, technology and entrepreneur development
1-2 10 Head of JICA-Afghan VTCs receive management training in ITC

2-1 A committee consisted of MoLSAMD, JICA and ITC is established.
2-2 The committee recruits a TA to facilitate the process.
2-3 ITC assists MoLSAMD through the committee to identify TOT structure, principle, management and process.
2-4 ITC assists MoLSAMD through the committee to identify relevant subjects (theory, pedagogy, and technology and entrepreneur development) and trades (electricity, wiring, welding, home appliances, etc) in target provinces.
2-5 ITC develops a training program with consultation with the committee.

For training in Iran
-Airfare and insurance for trainees.
-Perdiem, accommodation for the trainees during their stay in Iran
-Domestic transport for study tour
-Honorarium for Outside lecturer

For preparation and follow-up in Afghanistan
-Technical Assistant (TA) within MoLSAMD (A consultant: 4mm/year)
-Local activity cost for the TA to conduct monitoring and follow-up
-Travel cost for ITC staff (2) to visit Afghanistan for critical part of committee activities and follow up

TVTO is the vocational and applied training establishment which is active in both public and private sectors domestically as well as internationally, constantly catching up with the modern and up-to-date science and technology to make its training compatible with the international standard.
To train committed and experienced instructors for technical and vocational centers, TVTO established a center called Instructor Training Center (ITC) in 1974.
