（英）International Training on Strengthening District Health Planning in the era of decentralization for improvement of the health status of children and mothers

Maternal and Child Health (MCH) Handbook in Indonesia has started since 1994. Starting from one district of the Central Java Province, MCH handbook has gradually expanded to nationwide until it covers whole 33 provinces in 2006. In Indonesia, MCH handbook contains two significant figures, that is 1) home based record covering basic health service record covering pregnancy until child under five years old, and 2) home based educational material regarding essential information to be known by families for the better status of mother child health.
Since the Republic of Indonesia laws’ on decentralization No 22/2000 (2000), Indonesia has been accommodated with decentralization which could be influential to the basic health services. To anticipate with possible negative impact on basic health services of decentralization, one of the efforts is to make a kind of minimum standard of health services which should be supplied by decentralized politics, those are local governments. Indonesia has successfully tried to put the effort to accommodate with decentralization and one of their significant efforts is the MCH handbook as a tool to integrate MNCH services under the decentralization settings.
By acquiring their knowledge and skill on integrated MCH services with MCH Handbook, Mothers and Children Mortality cases will be decreased in Participants’ respective countries
To provide the participants from Asian Middle East and African Countries with necessary knowledge and skill on implementation of integrated MCH services with MCH Handbook
-To be fertilized the ability to proceed integrated MCH services with MCH Handbook by sharing experiences and ideas
-To acquired the ability to plan MCH services with MCH Handbook
-To be enhanced the capabilities in implementation of integrated MCH services with MCH Handbook
To implement training program. Contents of Training program is as follows:
-Lectures on health system in Indonesia and health services in decentralization era
-Lectures on MCH handbook implementation in Indonesia
-Panel Discussion on MCH Handbook implementation in various provinces.
-Field Visit to 2 districts

-Lecturer and Assistance
-Counter Budget from the Government of Indonesia trough Ministry of Health and State Secretariat
-The Government of Indonesia does not change priority on South-South Cooperation
-Invited Countries do not change their interest and policy priority on Maternal and Child Health
-Ministry of Health, D.G. of Nutrition and Mother and Child Health: Provide the counter budget for First and Second
year conducting the Training, and Field trip
- State Secretariat (SEKNEG): Provide the counter Budget for Third to Fifth year, Information to invited country on this training trough diplomatic channel.

2004 - 2006: Individual Expert on MCH
2006 - 2009: The Project on Ensuring Maternal and Child Health Services through MCH Handbook Phase II
