（英）Project on In Country Training and Provision of Equipment for Baluchistan University of Information Technology Engineering and Management Sciences (BUITEMS)
Balochistan University of Information Technology, Engineering, and Management Sciences (BUITEMS)
This project is intended to cater for the higher education needs of both of the neighburing countries including Pakistan and Afghanistan. There are around 6500 students currently studying in the University that was first establishedin 2002 with a total strength of 90 students. More than 1000 female students and around 110 Afghan students are enrolled in diffrent departments of BUITEMS under an ongoing scholarship program funded by Government of Pakistan around 74 Afghan students have been enrolled at this university. Other Afghan students are enrolled under self financing scheme. The university will receive more students in the following years under the same Government of Pakistan funded scholarship scheme and through self financing scheme but does not have enough space and/or equipment to accomodate more students within the present infrastructure and similarly is deficient in terms of labs and equipment.
The JICA assissted proejctis as part of the University's Strategic Plan 2013-17, anticipated to be approved by Syndicate in the last quarter of 2013. BUITEMS is primarily an engineering university with the prioritized focus on the development of three main engineering departments, i.e., Civil, P&G & Mining Engineering Departments, as these three departments enable BUITEMS to develop human resource needed for the development of the region (Balauchistan & Afghanistan)
Quality eductaion in a congenial learning environment equipped wthh necessary equipment, facilitated through common language & shared cultural values, and the oppertunity to team up with students from Afghanistan will also encourage Pakistani student's interest in the development of thier own province and help them to develop better mutual cooperation and strategic understanding on the development of the entire region through qualified manpower.
The region specific quality human resource development is promoted in response to the growing labor market needs for Civil , Mining & Petroleum & Gas Engineering
Academic & curriculum delivery capacities of faculties including practical lab education, & student career development services are enhanced in focused Engineering at BUITEMS
1. Departments of Civil, Mining & Petroleum & Gas are strengthened
2. Directorate of University Advancement & Financial Assistance is strengthened for reducing gaps of human resource demand & supply in focused Engineering
1.1 Enrolment of teaching staff in Master’s Degree Program for Mining, P&G & Civil Engineering at Akita University in Japan
1.2 Capacity Need Assessment (CAN) of focused Engineering Faculty Members
1.3 Consultation with Akita University on focused course files implementation including dissertation guidance with reference to existing curriculum, syllabus & Washington Accord standards
1.4 Study visit on teaching standards, course files including dissertation guidance, research competencies, material, lab equipment & utilization etc. of Faculty members & other relevant organizations in Japan (Akita University & relevant organizations)& to E-Just university (Egypt)
1.5 Formulation implementation & monitoring of Faculty Development Action Plans (FDAP) focusing on course files content quality, research innovation, labs & equipment utilization
1.6 Faculty syllabus and course file revision/modification based on FDAP
1.7 Strengthening of lab facilities through provision of equipment
1.8 Strengthening of capacities of existing & newly hired lab staff/engineers in the operation and maintenance (O&M) of the equipment
1.9 Piloting of the revised/modified curriculum & course files at the university
1.10 Orientation of all faculty members, including those enrolled in Masters Degree program in Japan, on pilot tested syllabus & course files & dissertation guidance
1. 11Introduction of the tested syllabus & course files & dissertation guidance from beginning of following academic year
2.1 Study visit on career counseling etc. of concerned staff & other relevant organizations in Japan (Akita University & relevant organizations) & to E-Just University (Egypt)
2.2 Formulation, implementation & monitoring of Career Development Action Plans (CDAP) focusing on career counseling & linkages with employers etc.
2.3 Orientation of Career counseling staff based on CDAP focusing on career counseling services improvement
2.4 Strengthening of on-campus advisory career counseling services based on CDAP
2.5 Upgrading & updating of IT based Post graduate Alumni system & follow-up study visit to IBA IT based Alumni system
2.6 Strengthening of outreach assistance through Job fares at university with participation from students & prospective employers
2.7 Formal arrangements for scholarships &/or other assistance with interested employers for student research
2.8 Formal arrangements with interested employers for internship/job placement of qualified graduate students
1. Collaboration with Akita university in Japan (advisory, study visit, & Post graduate studies)
2. Training in Japan (Master’s Degree program in focused engineering)
3. Japanese Expert (Long-term Expert (to be deployed in Islamabad)
4. Provision of engineering lab equipment to 3 focused Engineering departments of BUITEMS
5. Expenditure for Project Activities Including;
- Project office staff/consultant(s) hiring
- Necessary materials and equipments
- Study visit to Japan (career development)
- IT based upgrading of career development database
- Job fares
- Meetings/consultations/seminars with potential employers
- Any other expense considered necessary for the implementation of the project activities
1. Counterparts for implementation of project activities
2. Provision of office space for project staff & activities
3. Sharing of information/data necessary for project implementation
4. Inter departmental coordination within government setup, where necessary
1. Security situation does not deteriorate further.
2. Consistent committment of the University's management towards proejct
3. Trained staff's led pro-active proejct implementaion
4. Industrial growth & political & economic stablity in the region
Organizational coordination between Akita University, BUITEMS and JICA will primarily be undertaken by the JICA Project Team. However, where considered necessary, Akita University assigned faculty may also communicate and coordinate directly with assigned counterparts in BUITEMS.
The Japanese Long Term Expert & his/her assisstant will be based in Higher Education Commission (HEC) of Pakistan located in Islamabad, which is the Federal parent Ministry of BUITEMS & which is also one of the signer of Record of Discussions. Primarily Japanese Expert will communicate & coordinate project activities with BUITEMS, located in Quetta, through telephone, email & video conferencing when considered necessary. However, there is a possibility that if the security situation permits the Japanese Expert &/or assisstant may also travel to Quetta. Similarly, Akita University’s inputs to BUITEMS during the implementation of Faculty & Career Development Action Plans are expected to be undertaken through video conferencing facility as BUTIEMS, Akita University & HEC are all equipped with the required facility at their respective offices. However, if the Akita University management considers it necessary to hold a session/meeting with BUITEMS in person then such activities could be undertaken in Islamabad &/or Karachi depending on the security advice & appropriate considerations.
The project activities will be undertaken with the technical cooperation from Akita University.
