（英）Project for Enhancing the Quality of Maternal and Child Health Program and the Implementation of Maternal and Child Health Handbook in the Era of Decentralization

In 1994, Maternal and Child Health (MCH) handbook was introduced to Indonesia by JICA's project. During 1998-2003, JICA and the Government of Indonesia (GOI) conducted“Ensuring the Quality of MCH Services through MCH Handbook" and in 2004, MCH Handbook application became encouraged by the Health Minister's decree No. 284/Menkes/SK/III/2004. The decree states that MCH Handbook is the only recording tool for MCH services. Collaboration of The GOI and JICA further continued by the Project second-phase in 2006-2009. Then nationally, Indonesia has implemented the MCH handbook in the primary healthcare, and since 2007 its utilization has been scaled up to hospitals. The MCH Handbook have already inserted in the curriculum of nurse and midwife also. One of strategies to ensure the sustainability of the MCH Handbook was to use it as a claim tool evidence for MCH services in the National Health Insurance and Cash Transfer Program.
As part of the technical cooperation, the GOI had been hosting the TCTP on MCH Handbook from 2007 to 2011, and continued until 2016. This is came up to be an excellent activity in disseminating and propagating needs and utilization of MCH Handbook & MCH services among participating countries from South East Asia, Africa and OIC (Organization of Islamic Cooperation) countries, and being proposed as a part of the efforts in reducing the maternal and child mortality as well as to improve maternal and child health status.
Participants will gain knowledge and experiences in the utilization of MCH Handbook to improve MCH program and MCH services.
The purpose of the training is to provide the participants with necessary knowledge and experiences in the field of MNCH (Maternal, Neonatal and Child Health) services; particularly in 1. enhancing knowledge of MCH program managers and/or providers of MCH services; 2. sharing experiences and innovations in the MCH handbook implementation; 3. discussing the strategy to expand the coverage, quality,
Participants of the training will be updated with the relevant techniques and knowledge of MCH Handbook
1. Comparative study in the implementation of MCH Handbook.
This scheme will invite participants from 2-3 countries, which are in the same stage of MCH Handbook implementation. Those countries will have opportunity to be assisted in introduction and implementation of MCH Handbook or in sustaining and improving the utilization of MCH Handbook. Those participants will have favorable circumstances to master the related subjects from the chosen focal point by staying in the province/district/municipality which has a reputable experience.
2. The Third Country Training Program in MCH Handbook.
This scheme will be arranged as similar to the previous TCTP, which involves several countries who are in the different stages of MCH Handbook implementation. However,training will be held in Jakarta with a field trip to provinces or districts/municipalities which will be suitable with the theme. Resource persons or facilitators will be selected from the province/district/municipality and countries which known to have remarkable experiences.
3. Dispatch Indonesian experts
This scheme will be dispatching Indonesian experts to several countries which need technical assistance in improving the quality of MCH Services through MCH Handbook. The resource persons can be chosen from central/province/district or municipality’s program manager or professional.

2019: The Third Country Training Program in MCH Handbook, Dispatch Indonesian experts

MOH will have restructuring in January 2016.It is not know if counterparts who are deeply involved in past MCH handbook activities will remain the position or not. If new personnel are assigned, it will be a challenge.
