背景


The government of Ghana's development policy as expounded in the Growth and Poverty Reduction Strategy (GPRS II), has Human Resource Development as one of its three pillars. The Ministry of Education (MoE) in expounding the government's policies uses a combination of policies and strategic partnerships to chart the course of education development: foremost of which is the Education Strategic Plan (ESP) 2003-2015, which provides a basis and good reference point for defining the actions required to improve education delivery in Ghana. The ESP identifies Education Management as a focal area for ensuring efficient delivery of education services. However, this is undermined by capacity constraints within the management structure resulting in the poor implementation of policies and low achievements in teaching and learning in schools.
Alongside the ESP, the decentralization act; a policy that seeks to promote decentralized education, making district education offices and heads of institutions more responsible for implementing and managing education polices in their respective districts and schools is slowing being implemented. However, although decentralization is being promoted, there are still challenges in the school and district level management and collaboration with communities.
It is along these lines that MoE implemented the Capacity Development in Educational Planning in conjunction with JICA within the period of June 2005 to May 2008. The project supported the Planning, Budgeting, Monitoring and Evaluation (PBME) Division of the MoE in planning and organizing various activities aimed at strengthening management practices at the centre and district levels. The terminal evaluation identified the project as having been successful in supporting District Education Directorates to improve upon their education management capacities, as well as identifying possible future directions for successive projects; such as the growing need for strengthening district education management on a continuous basis in a formalized way.
With this background, it is important to continue to promote the collaboration work among the district educational administrative body, schools and communities for improving education management. As such an expert is being sought to provide technical assistance to the Ghana Education Service, GES (as the coordinating arm of the MoE); to use their knowledge and skill to strengthen capacity in education management for carrying out its role and responsibilities within the newly decentralized education management context at the district and school level.
The request has since been approved and a Japanese expert has been dispatched to the Basic Education Division of the GES since Oct 2010. MOE/GES requested to extend the period of the Japanese expert dispatch for 1 year, until Sep 2013 to further strengthen the capacity of GES in decentralised education management and the request was approved in January 2012.

1-1-1 Collect all guidelines on annual operation plans and annual performance reports at all levels

guidelines or to identify needs of newly developed guidelines

guidelines to make sure consistency from school to HQ
1-1-5 Hold consultation meetings with districts, regions, HQ and DPs on suggested drafts of guidelines

1-2-1 Conduct situation analysis on the existing reporting system from school to HQ
1-2-2 Give suggestions on how to improve the reporting system

1-3-1 Give advices on effective use of school report cards and district report cards, and regional report cards by
using EMIS data
1-3-2 Give advices to improve accessibility to EMIS database from districts, regions and HQ divisions
1-3-3 Provide projection of school age population at the district level
1-3-4 Invite EMIS Director of NUEPA to seek his technical advices for improving EMIS

2-1-1 Conduct workshops for regional and district planning staff on how to improve PBME from school to regional
levels
2-1-2 Give advices to regional offices to organise workshops on how to improve PBME at district and school levels
2-1-3 Conduct a questionnaire survey on provision of appropriate training opportunities
2-1-4 Review submitted ADEOPs, ADPRs and ARPRs to give comments for improvement
2-1-5 Review samples of SPIP and SPAM reports to give comments for improvement
2-1-6 Create and run a consortium of training providers on education planning and management to establish a sustainable capacity development process in GES

2-2-1 Provide continuous on-the-job training to BED staff for management of activities
2-2-2 Give advices to BED director on various issues on decentralised education management whenever required
2-2-3 Organise quarterly meeting for information sharing among various aid agencies and government agencies

2-3-1 Provide on-the-job training on decentralised education management through development of operational
guidelines
2-3-2 Conduct study on required competencies at the district level on decentralised education management
2-3-3 Conduct study tours to other countries
