（英）Capacity Development for Science Education utilizing ICT in Palestine

Political and social situations have influenced seriously on education qualitatively and quantitatively in Palestine. Gross primary school enrolment rate in 2009 states 80%, which needs more efforts to achieve universal education. The quality of education is also an issue where most of the students are not able to enjoy their study due to many challenges such as low quality of teachers’ instruction and lack of school facilities.
Under these circumstances, the Ministry of Education and Higher Education (MEHE) considers the importance of quality education, and utilizing ICT in education is recognised as one of the effective approaches that can help raising the quality of learning which is within the core objective of Education development Strategic Plan (EDSP) 2008-2012 of the MEHE. Using ICT in education is mentioned under Goal 2 of the EDSP “To improve the quality of teaching and learning”.
Jordan, on the other hand, has variety of activities to improve quality education, and “Capacity Development of Learning Resources Centres (LRCs) for Science Education Utilizing ICT” project (known as “SEED project”: Science Education Enhancement and Development) implemented between 2006 and 2009 at Queen Rania Al-Abdoulla Centre for Technology in Education (QRC) supported by JICA is one of them. The project succeeded to transfer the methodology of student-centred teaching utilizing ICT to teachers and its positive results have been shown in their lessons.
Science Teachers for basic education implement effective science education utilizing ICT (SEED methods).
Palestinian Ministry of Education and Higher Education (MoEHE) serves as a core institution in order to develop capacities of science teachers who implement effective science education utilizing ICT (SEED methods).
1.Institutional framework is established at MoEHE.
(A Working group at MoEHE will be able to establish institutional framework of science teachers’ training courses for effective science education (SEED training.)
2.Science Teachers’ training course for effective science education is designed.
(The working group at MoEHE will be able to design SEED training courses.)
3.Core trainers* who conduct science teachers’ training courses are equipped with a method of effective science education.
(Core trainers* will be equipped with a teaching method of effective science education in order to conduct SEED training courses.)
*Science teachers, Supervisors, members of the science curriculum development department.
4.Selected Science Teachers in trial schools are able to conduct SEED trainings.
1-1. Theoretical training on how to formulate working group(s) for developing and conducting trainings.
2-1. Training on how to design SEED courses.
- Needs survey of science teachers
- Curriculum development for SEED trainings
- Teaching material development for trainers and learning materials development for trainees
- Digital material development
- Introduction of a concept of SEED portal site
3-1. Training on how to design trainings for the core trainers.
3-2. Training for the core trainers (theoretical and practical trainings) by QRC trainers.
3-3. Trainings for the selected science teachers by the core trainers.
3-4. Training on monitoring and evaluation for achievement of the core trainers.
4-1. Training on how to design trainings for selected science teachers.
4-2. Trainings for the selected science teachers in trial schools (theoretical and practical trainings) by the core trainers.
4-3. Trainings for science teachers by the selected science teachers in trial schools.
4-4. Training on monitoring and evaluation for achievement of the selected science teachers in trial schools.
-Bear the invitation expenses such as per-diem, accommodation, life & medical insurance for emergency treatment only and Jordanian lecturers Fee for training in Palestine
-Take budgetary measures to bear 70-85% of the training expenses of the course according to JJPP（Japan-Jordan Partnership Program）
-Necessary Equipments:Laptop PCs (25),USB (25),Projector(1),Video Camera(1),Digital Camera(1),Scanner(1)

-Take budgetary measures to bear 15-30% of the training expenses of the course according to JJPP（Japan-Jordan Partnership Program）
QRC is a managing directorate of the Ministry of Education, which consists of three directorate: Directorate of E-learning; Directorate of Curricula Computerization; Directorate of Learning Resources.
QRC SEED trainers and IT technicians described in (2)-6)Input from Recipient Government will be the trainers for the training.
